Senator Kelly is having a rough day. It's not everyday that you get kidnapped, forcibly mutated and imprisoned before escaping, falling several feet in the process and finally end up at the one place you'd thought you'd never go to - Xaiver's School For Gifted Youngsters (for gifted youngsters read Mutants)
Kelly, aa vociferous campaigner against mutant right inadvertantly becomes the test subject of Magneto's new machine, which using mutant energy to cause mutations in ordinary human beings. It is Magneto's vision that mutants are in fact a higher state of mankind, and so deserve respect rather than mistrust and legislation that the "normals" have set against them. So his scheme is to turn everyone into mutants and make any legislation redundant.
However, little does Magneto know that things have gone a bit pear-shaped; Kelly's body has rejected the mutation and this is slowly killing the Senator. It is an unwanted glitch in Magneto's plan, as he intends to use the machine on the whole of New York City.
Storm (a good mutant working with Charles Xavier) decides to pay Kelly a visit. Kelly doesn't want to be alone right now, and for good reason - there is water leaking on the table that he is laying on, indicating that the botched mutation is finally taking its toll on him. They have a brief chat about whether Storm fears the rest of human kind before the Senator acknowledges that he was wrong about mutants. Unfortunately for him, this insight comes a tad too late, as he starts to expand, screaming in agony. Kelly turns into a large mass of water, and in so doing, his screams becoming gurgles, as if he was screaming underwater, as his body is finally converted to liquid, the form that was Senator Kelly loses all shape and splashes everywhere. Storm lets go of the Senator's watery hand in shock, as it splashes on the floor. You could say he had a watery grave......

I was in a bit of a hurry before and forgot about "Melting". that would definitely work.
Well, he didn't really melt. He just swelled up, burst into a puddle of water and evaporated.
