Ozymandias has just triggered his plan to end the Cold War and unite America and Russia; killing 15 million in cities around the world and blaming it on the godlike Dr. Manhattan that America was using as a military defense program. He then convinces the heroes that revealing the ploy would simply mean the deaths were all in vain. All agree with keeping quiet, except the moral absolutist Rorschach. He plans to return to America and reveal the scheme.

However, Dr. Manhattan follows him and tells him that he cannot in all good conscience let him do this to the world. Rorschach agrees, removes his mask and tells Dr. Manhattan to vaporize him. Dr. Manhattan complies.

The generally accepted reason is due to an earlier line by Rorschach; 'Evil must be punished. Even in the face of Armageddon, I will not compromise in this'. He finds himself in a position where punishing evil would cause Armageddon, which drives him into grief.
