While Selene bites Michael to complete the means to change him into a hybrid of vampire and lycan (as to save his life from the silver nitrate bullets Kraven had shot him with), she fails to notice Kraven has run away. We see why immediately after, when Viktor suddenly throws Selene off of Michael, then, after regarding the dying man, tosses him through a concrete wall into a flooded chamber below.

Viktor, noticing the opened door Kraven had escaped through, demands Selene tell him where he went. Selene, however, is far too upset to answer him, having learned the truth behind her family's deaths 600 years ago. It had not been lycans, but Viktor himself who had murdered her parents, sister, and twin nieces for sport to satisfy his sadistic tendencies and taste for human blood. He had spared Selene because she'd reminded him somewhat of his deceased daughter Sonja, whom he'd condemned to death long before, for having an affair with a lycan (Lucian), and in so doing, making Selene a replacement for his daughter, and manipulating her to partake in his personal quest of genocide against the lycans.

When Selene reveals she is fully aware of the truth now, Viktor is at first unmoved, asking how that could mean anything to her for all he'd given her in return, primarily immortality. Then Selene mentions Viktor's daughter. This upsets him greatly, Viktor explains that as much as he loved his daughter, he had to kill her to preserve the vampire species, as Sonja's affair with Lucian had resulted in her becoming pregnant with a child that would have likely been a hybrid, which Viktor saw as a threat to him. Seeing as now Michael has been infected with both the lycan and vampire curses, Viktor retrieves his sword and prepares to finish him off.

Peering through the hole he'd made in the wall, Viktor finds the lower floor empty. Michael has transformed into a powerful hybrid, who suddenly attacks Viktor from behind and proceeds to beat the living hell out of him. It would seem now Viktor is completely outmatched by such a powerful creature in terms of brute force, so the vampire Elder resorts to his age and experience, as well as some backup from his personal guards to gain the upper hand, and soon Michael is on the losing end.

Selene then springs into action, descending into the lower area, she comes up behind Viktor's forces and defeats them, only to suddenly be backhanded into a wall by Viktor. With Selene down, Viktor engages Michael in battle again, and soon pulls the hybrid into an armlock to finish him off

"Time to die!" The vampire elder sneers, as he slowly crushes the hybrid's neck with his tremendous strength, causing Michael to grow progressively weaker and fall unconscious. Meanwhile, Selene gets back up and finds Viktor's sword lying nearby. Grabbing hold of it, Selene dashes forward and leaps at Viktor, swinging the sword and landing several feet away.

Viktor suddenly releases Michael, and turns to face the vampiress, rage in his eyes as he pulls a pair of long knives from his belt. He seems to be curiously twitching though, as if Selene had successfully hit him somewhere.

Selene, however, does not appear afraid of him, and brandishes the end of the sword, which is now stained with blood. At that moment, a long, diagonal slit appears along Viktor's head, and everything above it slides off into the water, his body dropping lifelessly to the ground along with it immediately after.

I don't see how this falls into the category of "Transformation"

Transformation is a new categry we were asked to add:
"Transformation - Where the victim or killer metamorphoses into a different creature or person."

I don't remember the film, so does he transform or not?

Michael transforms, yes. He does manage to briefly overpower Viktor, but Viktor still manages to defeat him. Selene's the one who kills him, though.

Exactly; Viktor is the victim, Selene is the killer. Neither one transforms.
