Tomas is the son of a South American mobster boss, and is therefore a spoiled, hateful little scumbag.
Years earlier he led a few goons in the killing of May Munro's (Sharon Stone) family, and she has therefore hired Ray Quick, an explosives mercenary for hire to kill him.
Quick is played by Stallone though, so is encumbered with a badly acted sense of professional honour. In this weak film, this manifests as an ability to detonate mighty explosions in public places, without harming so much as a single innocent bystander.
To kill Tomas, Quick does a fair bit of advance planning, as he tracks down his target to a swanky tennis club and uses presumably psychic powers to predict when he'll want to drink a cup of tea. As a waiter wheels a trolley containing the tea Quick cunningly strolls over and switches the cup and saucer for an identical looking one.
Tomas wanders into a small building (again, Quick's years of experience in morally responsible bombing allowed him to predict this) and is just about to lift the tecup from the saucer...
...when suddenly May follows him in, causing Quick to descend into even worse acting, which I presume is meant to show anguish that she will be caught in the blast.
May meanwhile, has seen a ruddy great wire connecting the cup to the saucer, (which is more than Tomas does) and whispers "May Munro" at him as he explodes. She does this because she wanted her name to be the last thing he hears, but in this reviewer's opinion this was a pointless act of principle, as Tomas a) doesn't even recognise the name and b) is too busy exploding even if he does.
There is a bit of tedious plot after this where Quick thinks May has been killed as a result of his teacup bomb, but of course she soon shows up and they have some steamy shower sex (which looks like a muscled dwarf servicing a hooker).
By the way, for anyone that thinks that it is implausible to rely on a device small enough to fit into a teacup to kill someone, then rest assured that the end of the film takes this to an even greater extreme...
