Simmons, eager to get out of his job as a government assassin when his actions caused more civilian casualties then he would like, had no idea his mission to a North Korea bio-weaponry plant would be his final assignment in more ways than one.
Upon getting past the guards, Simmons discovers Wynn and his right-hand woman Jessica Priest waiting for him. Unknown to Simmons, Wynn has received orders from the Devil whom he'd made a pact with; in order to rise to power, Wynn must kill Simmons, so the Devil can have his soul for his army.
After Jessica shoots Simmons in the legs and douses him with a flammable chemical, Wynn tosses a cigarette on him, setting him ablaze. With a final farewell, Wynn and Jessica depart, detonating the explosives they filled the place with, destroying the plant and taking the burning Simmons with it.
This would not be the end of Simmons, as five years later he would return from Hell as the newest Hellspawn warrior.

was he Goody (Minor),Goody (Major),or Baddy (Minor)?
To Eicholtz and the administrators: I can see neither "Baddy" nor "Minor" in Mr. Simmons death, I can see where he's coming from, but the term for sometimes good, sometimes bad characters are not Baddy or Goody (minor) but rather ambivalent.
Just an FYI, the Devil's (though I don't think he's the Devil per say) name in the movie was actually Malebolgia.
As a pointless bit of trivia, the Malebolge (no doubt from where Malebolgia got his name) is one of the circles of hell from Dante's divine comedy.
Shouldn't Shot apply for the leg shooting?
