Cargill is the head of the EPA. When Springfield breaks new pollution records (thanks to Homer disposing of a silo of pig effluent in the Springfield River), he easily convinces the incumbant President Schwarzenegger to seal Springfield in a dome, and removing it off the maps of every GPS system in the country.

However, Cargill soon becomes mad with power and, to cover the whole incident up, he manages to trick Schwarzenegger into approving a plan that involves blowing the town up.

By this point, America's favourite dysfunctional family are living in exile in Alaska, and they find out about this diabolical scheme when they see Tom Hanks doing a commercial for a NEW Grand Canyon - located precisely where Springfield is.

The family minus Homer, who is still angry about being run out of town by the citizens, heads back to Springfield in order to save it. Homer has an epiphany and eventually heads back to save the town, which is handy, as his family were caught and sent back to the dome.

Using a motorcycle and with Bart in tow, Homer succeeds in disposing of the bomb and destroying the dome. However, Cargill meets with them on Springfield Gorge, carrying a shotgun for a final showdown.

"There are two things they don't teach you at Harvard Business School: How to cope with defeat and how to use a shotgun. I'm about to do both."

Cargill cocks the gun and, as he's about to fire, a large boulder falls out of nowhere and crushes him. Bart and Homer look up and see that little Maggie has saved them.

He shows up in the opening sequence of the first episode of Season 19, the bit where Bart skateboards past him and a few characters from the movie, so maybe he did survive.

I don't think of Cargill as a villain, and up until he forced Schwarzenegger to approve the plan to blow up Springfield it didn't even occur to me that he was supposed to be the antagonist. He wasn't evil, he went mad with power, and he was essentially on the same side as Lisa, for a while at least. Overall, I blame Schwarzenegger for not reading the first plan before approving it, that one was hardly Cargill's fault. Maybe he should be Ambivalent Major?

He doesn't actually die, that would make Maggie, a baby, a killer. Considering she nearly killed Mr Burns in the show, she should get locked up. Cargill doesn't die, Dr Nick, sadly does as he hasn't appeared in the show since (yet)....Cargill has.

I, too, never really read into that scene that Cargill was supposed to have died. It could go either way, though, and unless and until something says otherwise, as long as it's possible he was brained hard enough to die, he can stay listed.

I thought the same thing.
