Ricky Tan is one of the top Triad gangsters, and the head of the Red Dragon Casino in Las Vegas. To add extra drama to the film it is revealed that he was responsible for the death of Lee's father. His scheme involved the printing of fake US bank notes, with the aim of distributing them through free gambling at his Red Dragon Casino in an audacious attempt to ruin the US economy.

Lee, having foiled Tan's scheme, confronts him in the penthouse at the top of his casino. With a gun in hand, Lee hesitates when Tan taunts Lee by revealing how Lee's father truly died. Carter arrives and tries to calm Lee and he lowers his gun, and it looks like this might be resolved through the court system. However, the court system is not sufficient punishment for this villain, and so the scriptwriters have Tan attack Lee. With impeccable timing, Lee delivers a well-placed kick on Tan, sending him flying out of the window and onto a taxi below.
