Hmmm... I think Vogel is a henchman. Calling him a main villain is like calling Oddjob a main villain. Sure he's more physical than his boss(es) and he does try to take matters into his own hands but overall he didn't really seem like he was one of the head honchos of the job. Particularly because he really only appeared in 3 scenes: 1. In the German fort where Donovan first appears (as a villain that is); 2. On the zeppelin; 3. The battle between him and Indy.

Overall I personally think that any bad guy that dies before the film's climax or before the main villains try to launch their plot is a henchman. That's just me though.

Well by that definition Toht isn't a main villain. He only has two scenes of any real importance. The rest of the time he's just sort of there and has little to no say in how Dietrich does things (Dietrich outranks him and his line "I have the perfect man for this kind of work!" implies Toht is his subordinate). As interesting as he looks and acts, after the "What shall we talk about?" scene he's just a total load and may as well have died as he did in the original script (going over the cliff in Gobler's car).

Don't get me wrong, I love Toht, but his importance is just often overstated, and if he gets to be listed as a Baddy (Major) despite essentially ceasing to serve a purpose midway through the story, then so should Vogel who had a purpose right up to his death.

All right, I'll grant you that a villain who dies before the climax is typically not a Baddy (Major) (Durant in Darkman is an exception to this), but this doesn't automatically make them a henchman.

A henchman (or goon, thug, lackey, minion, whatever) is someone who works for a villain, and plenty of minor villains who "die before the film's climax or before the main villains try to launch their plot" are not by definition henchmen, since many are their own bosses or are otherwise unaffiliated with the primary bad guy(s).

Vogel was working for Schneider/Donovan so it's probably safe to say that he's a henchman.

The bad guys who work on their own are secondary villains, i.e. they're their own bosses but aren't the film's primary threat. I don't know what they qualify as though.
If I had written this death, I would put 'Tempting Fate' as a category, seeing as she ignored Indy's warnings. Also, like Kooshmeister, I love Toht, and I love his death. falling of a cliff in Gobler's car would have been to quick for a goodvillan like him.
