According to the page for drowning, as long as the corpse ends up submerged in water, it qualifies as drowning.

Rest assured, falling from the top of the Golden Gate Bridge is fatal. It's got one of the highest suicide rates in the world, and that's just by jumping from the road - Zorin fell from the actual support cable! Hitting water from that height would be like hitting concrete (especially if you land flat on your back!), so I reckon Zorin was well and truly dead before he'd even get a chance to drown.

Bond and Zorin fight on the bridge so there should really be a One on One category here.
