Which kind of eliminates almost every kind of villain. Most bad guys are "rebels" in the sense that as criminals they're going against the laws of the land.

Not in Raiders! The Nazis weren't a gang as they were the ruling government of Germany and not rebels because they were trying to suppress rebellion! I think Bone Melting would like Brazil where the law-abiding bad guys win in the end
