Frankly this is one of my favourite buildups towards the end of a Martial-Arts/Action movie. First there's the brief enterance into the police station, then the large group of no-where-near-as-good baton wielding cops. We then upscale to the two proficient 'henchman' which gives us the martial arts battle at the end we want. However because of the henchman fulfilling the role it allows the character of Richard to be truly evil in many other ways than the typical "Show that he's the baddest fighter out there" method. It makes the character uniqye and bring, in my opionion, this movie out and above the normal contenders in this type of style.
