Batman Returns: The Penguin (Danny DeVito)

I have one question, the reason the penguin lunched all of the penguins with the rockets is because the baby heist did not work. So how in the world did batman know where the penguins were and that they had bomb? He did not have all of that information and tracking before, so how did he get it at the last moment? It should have been planned a little better then just throwing the scene together.

Probably by questioning the organ grinder, who he grabbed out of the circus train.
