The Phantom, now known as Erik has decided to let his Christine’s love, Raoul, live. However, after sparing her lover and his friend, a mob of the angry citizens from Paris stampede into the Phantom's chambers in the hope of killing him.

He escapes into a carriage taking his love, Christine, with him. After being pursued by the Frenchmen for quite a while, Erik loses control of his carriage and it overturns. This gives Christine the opportunity to escape into Raoul's arms, while Erik makes his way to the edge of the river.

Being cornered by the mob, Erik takes a mysterious object out of his coat. Fearful for their lives, the mob cower backwards only to find when Erik opens his hand that there is nothing inside. Laughing maniacally while the mob overwhelms him, they do not get to kill the misunderstood opera ghost, as they force him off the edge and into the river. I guess you could say he was in Seine!

I thought this was a perfect opportunity for "False Alarm".

nah, i think false alarm is more about when something is supposed to happen i.e. the soundtrack suggests tension and then we see something fluffy and cute instead. Then as the audience relaxes the monster attacks. There is no better example of this than Blain in Predator

Wasn't much of a fall as I remember, though it could be significant that the Phantom was not actually forced down into the water if that is what you mean.
