Salvatore Mistretta, an upstart young punk, is the cousin of mafia chieftain Tony Gallano. As such, he is free to act like a big fat jerk to pretty much everyone, including stolen merchandise mogul James Arthur Cummings. Mistretta has some harebrained scheme or other involving using Cummings' Los Angeles port facilities to bring in a shipment of heroin, without Cummings' consent. Cummings understandably is upset by this, and hatches an unnecessarily complicated scheme to get back at Mistretta.

First, Cummings spills his guts to porcine plainclothes cop Mitchell, who then goes undercover as one of Cummings' men to deliver the heroin to Mistretta. Hardly suspecting that Cummings has A) had his butler Benton switch the heroin with chalk, B) phoned Mistretta to tell him that Mitchell is a cop, and C) phoned Mitchell's boss Chief Albert Pallin to inform him about the impending carnage.

Mistretta is mighty put out when he realizes the heroin is actually chalk, and Mitchell lies and says that he knows where the real heroin is, prompting Mistretta to order Mitchell to drive him and his men there. However, Mitchell, always on the ball, had earlier rigged his car to explode by inserting a handkerchief into the gas tank. This he lights, and the drug dealers all scatter as the huge Ford sedan erupts in a massive fireball. Mitchell turns and runs off with two of Mistretta's goons pursuing him, while Mistretta himself jumps onto a handy dirt bike to join the chase.

Mitchell, unarmed, looks like he is a goner until a police helicopter flies onto the scene and drops him a shotgun. He uses this to blow away the two anonymous goons who were chasing him. Mistretta, on his motorcycle, needs a more spectacular death though. Apparently having not noticed that Mitchell is now armed, Mistretta, who is not armed with anything readily apparent, comes at him by ramping the bike over a dune. Why he does this is not revealed, but it does allow for a cool death scene as Mitchell hits him in the chest with a shotgun blast, sending Mistretta flying off the bike. He thuds to the ground in a painful-looking fashion and does not get back up.

HAH! when I didn't see my write-up for James Arthur Cummings up for a couple months or so, I thought you had dismissed it as some kind of joke, I have to admit, I was shocked when I saw this on the homepage!

Koosh, I have to point out a mistake here.

Mistretta wasn't taken down by a shotgun blast, as Mitchell had already used both shots (it was a double-barreled shotgun, for those who haven't seen the movie). Mitchell grabs a pistol from a dead thug and uses that to shoot Mistretta off the bike.

Also, why Mistretta was coming at Mitchell? My guess is that he would try and crash the bike into Mitchell in an attempt to kill him.
