Heller is a CIA grass who is trying to commandeer some Stinger missiles that Sanchez has stolen. At the end of the film, with Professor Butcher's sanctuary blowing up all around them, Heller is loading the Stingers onto Sanchez's helicopter.
Bond, who is being tortured by Sanchez (q.v.) at this point, ends up blurting out to Sanchez about the Stingers, and Sanchez realises that he has been double crossed.
When Sanchez confronts Heller, who is unloading the missiles from the helicopter, Heller makes a lame excuse about making sure the missiles were secure. Sanchez, realising that Bond was right, tells Heller to load them in his car.
To prevent his cover being blown, Heller has no choice but to agree. Unbeknown to him though his cover has already been blown and the next time the audience sees Heller is when he crashes through a wall impaled on a forklift truck.
Just to clarify, I've always thought that Heller was killed not by Sanchez, but rather by Braun. I base this on how long Braun actually remains behind whereas Sanchez goes ahead and skedaddles. Since he gives Braun a significant look I've always thought he was wordlessly ordering him to kill Heller.
I watched Full House tonight and randomly thought of how much Jesse, Joey and Danny looked kind of like Dario, Heller, and Lodge respectively.
But onto less disturbing observations, I'm thinking this should apply as "Offscreen Killer", if you take a broader look at the category that is. If it adds to the request, we don't actually know Heller's killer
