Billy Phelps was one half of a rather dim duo who decided to rob a bank on Riggs and Murtaugh's watch. Suffice it to say, our heroes save the day after a high octane, stunt laden, car chase and they manage to capture Phelps alive.
As he is waiting in the interview room to be questioned, he is surprised to find his boss, Jack Travis enter. It should be noted that Travis is a corrupt ex-cop, who has used his understanding of police bureaucracy to coast past the security checks at the station and get to the interview room.
The moment he gets in there, he says "Hi Billy", while he closes all the blinds. Now, this indicates he is about to do something that he does not want to be witnessed. He really should have thought about that when he waltzed scores of people at the police station with the intention of seeing Phelps - he even tells the desk sergeant he is here to see Phelps for god's sake!!
Anyway, with the curtains all closed, Travis turns, says "bye Billy" and raising his gun (how did he get this past all the security in the station?!) he shoots Phelps twice in the chest, killing him.
"The moment he gets in there, says "Hi Billy", closes all the blinds, says "bye Billy" and shoots Phelps twice in the chest."
That doesn't make a whole lot of sense. I'll try and re-write.
""Hi, Billy", Travis smiles, shutting the blinds behind him. "Hi, sir", a slightly confused Billy responds. After a brief pause, Travis farewells, "Bye, Billy", before shooting Phelps twice in the chest.
The real story is like this:
""Hi, Billy", Travis smiles, shutting the blinds behind him. "Jack"?, a slightly confused Billy responds. After a brief pause, Travis farewells, "Bye, Billy", before shooting Phelps three times in the chest. After that he goes to dead Billy's body and says something more which I don't remember.
Travis checks for a pulse and finding none, says "see you Billy" before turning around and leaving.
