George Kaplan is the leader of the CIA "Candy Bar" gang, and the man responsible for sending Hudson Hawk to jail years ago. As all hell breaks loose around Castle Da Vinci, Kaplan decides to engage the Hawk in a one-on-one battle to the death on one of the castle's upper levels: a battle that Kaplan appears to be winning, at least until he tries to do a flying kick and Hawk ducks, letting Kaplan sail right over his head and off the side of the castle.

As luck would have it, Kaplan's fall is broken by the Mayflower limousine, which is currently carrying Darwin Mayflower and a captive Tommy Five-Tone. Kaplan ends up on the hood and the impact distracts Darwin enough for Tommy to make a grab for his gun. During this struggle, the gun goes off, hitting Alfred, who is driving, in the neck. Although this doesn't kill him, it is sufficient enough to make Alfred lose control of the limo. He and Darwin manage to bail out of the speeding car, with the doors automatically locking and trapping Tommy inside as the limo careens towards a cliff.

Kaplan, meanwhile, simply remains on the hood while all this is going on. Alfred takes Snickers' bomb launcher, confiscated from Tommy, and fires a bomb that sticks to the back of the limo. As the vehicle flies off the cliff, Kaplan screams, "My pension!" before the plummeting car explodes in midair. As if this wasn't enough, as it falls, the limo lands upside-down, ensuring that Kaplan’s funeral would not be an open coffin one.

Kaplan is definitely a Baddy since despite being in the CIA, he and his Candy Bar team are actively assisting the Mayflowers.

Er, he IS the first main villain to die. He bites it prior to both of the Mayflowers.

and Tommy Five-Tone did he get out of the car?

Tommy shows up alive at the end of the film. Here's the exchange between him, Eddie, and Anna:

Eddie: You're supposed to be all crashed up at the bottom of the cliff!
Tommy: Air bags! Can you fuckin' believe it?
Anna: You're supposed to be blown up into fiery chunks of flesh!
Tommy: Sprinkler system set up in the back! Can you fuckin' believe it?
Eddie: (pauses) Yeah, that's probably what happened!

This brings up the possibility of adding Tommy himself as a death scene, since we're meant to believe he did in fact die in the crash.

With the catergory 'Cheating Death'...

Not to mention Tommy is thought to be dead twice. Hawk accidently shoots him before the car scene, but it turns out that was staged (without Hawk's knowledge).

the Candy Bars leader George Kaplan will be Baddy (Major) because he is the first main villain to die.

"Crash"? "Accidental"?

I saw this film just a few moments ago, it was pretty good, but I found the humor's timing a bit off.
