After killing Kronsteen, (q.v.) formulator of this film's plot, for his failure, Morzeny, SPECTRE's executioner, is ordered to give chase to James Bond and retrieve the highly valuable Lektor decoding machine. Not only is Morzeny the head of SPECTRE's training camp and apparently one of Blofeld's top executioners, but he is also seemingly psychic, as he immediately finds his Bond despite and is quickly in pursuit.
After a heated speedboat chase scene between the two, Morzeny appears to have the upper hand, with he and several other SPECTRE agents hot on Bond's tail. Bond, as ever, formulates a plan and he quickly releases several barrels of spare fuel from his boat.
Bond tells Morzeny he surrenders, Romanova (Bond's bit of fluff on this mission), does not see his plan and tries to persuade Bond not to give up. Bond has no intention of giving up though, and getting Romanova to take the wheel, he gets a flare gun. He uses this to shoot at the barrels, which, unsurprisingly, causes the barrels to explode.
This is unfortunate for Morzeny, whose boat is in the middle of the barrels when they explode, as both he and his boat are bathed in flames. Flailing and screaming, Morzeny jumps off his fiery speedboat and, it is assumed, he is drowned rather than burned to death.
