Emile Locque is a cold blooded assassin, who has just had his Albanian warehouse invaded by Columbo (not the cigar chomping detective!) and his men - along with Bond.
Bond and Locque have a bit of history in the film, with Locque trying to kill Bond on a couple of occasions as well as killing Bond's latest lover, Countess Lisl. This time though, the tables are turned, and Locque makes a hasty getaway in his car. Bond somehow manages to run after him, using a series of short cuts and tunnels (which he surely could not have known existed) to end up in front of Locque's car.
Locque tries to run him down, but Bond is unfazed and steadily takes aim and shoots Locque in the shoulder. This causes Locque to lose control of the car which swerves and smashes through a wall and comes to a stop teetering precariously over a rather large cliff.
Bond walks over to the car, and comes face to face with Locque. He throws Locque's calling card, a small pin with the symbol of a dove on it, in to the car. The increased weight of this starts the car tipping over the cliff, but for good measure, Bond gives the car a well placed kick, and sends Locque to his death.
To lighten the audience's mood after displaying this rather nasty streak, Bond quips "[Locque] has no head for heights"

Every time I watch this I think what a waste of a perfectly good Mercedes. My mom drove one exactly like Locque's when I was growing up. Same color, too. I have fond memories of the car...
Also "Ironic" because the dove pin Bond tossed Locque was the one Locque had left on Ferrara's body earlier (and, if we wanna stretch things, "Revenge" could also be a potential category; Bond specifically mentions Ferrara, after all).
Dont forget he killed one of Bonds girls Countess Lisl.
Lisl was actually Columbo's girl, but, anyway, Bond only mentions Ferrara and uses the pin left on him. Lisl's name or any mention of the incident never comes up.
