The city is terrorised by the Night Slasher, leader of some strange underground cult, who randomly selects victims and slashes them with his rather intricate blade-cum-knuckle duster.

I wonder if that is for peeling fruit....
The Night Slasher's latest victim-to-be is a woman who witnessed one of his murders. The only thing that can stop him from killing her is maverick cop Marion 'Cobra' Cobretti. To better protect the victim,, Cobretti stashes the witness at a safe house.
However, unbeknownst to Cobra, the Night Slasher's woman is a corrupt policewoman, and it is not long before the cult's gang are attacking the safe house. Wave after wave of cult members are blown away with a variety of guns and incendiary devices before Cobretti and Ingrid take to a Pick-up truck to escape. Cobretti, sitting in the trailer, continues to mete out justice to any motorcyclist on the road that day.
The Night Slasher's death scene is marvellous entertainment. The film has at this point moved to a fully functioning and yet somewhat bizarrely unmanned industrial complex.
Cobretti is forced to listen to the Night Slasher goading him about how futile the law is, telling Cobretti that if he arrests him, the courts will declare the Slasher insane.
Cobretti's riposte is to deliver the most testosterone filled line of the film:
"This is where the law stops and *I* start.....sucker"
In the world of maverick cops films, the audience already knows that there is *no* way this weirdo was getting out of the film alive, the only question is how he will die. Following a bit of a scuffle, Cobretti impales the Night Slasher onto an unfeasibly large (and blunt) hook and sends the hook into a blast furnace, where the Slasher is burned to a husk.
