Raven is the kindly doctor of a small town in Nevada. He's also played by Ed Williams, better known as Dr. Ted Olson in the Naked Gun films. His office is besieged by women and men suffering strange fevers, caused by the release of a deadly pathogen created by Dr. Jane Tiptree (q.v.). You'll see what the cause and effect of the disease in her writeup. Anyway, Dr. Raven has also been looking over the dead bodies of recently murdered townspeople, and has concluded that a bobcat could not have done this, as the wounds on the people suggest the creature has a claw like a scythe.

Unbeknownst to him, that animal is a raptor created by Tiptree. Unfortunately though, there a bigger players higher up the chain of command, as the government has been unwittingly funding the research laboratory for its genetic research, and when they realise that there could be some blowback from this, they set into action covering it up.

The military soon quarantine the town, and in traditional Hollywood gung-ho stylee, they start shooting civillians and torching houses, in an attempt to keep the disease from spreading. It is not long before they storm Raven's surgery and start killing his patients. Raven is curious to know what all the hubbub is about and so comes out of his office to see what's going on. He learns the old adage of "curiosity killed the cat" could not be truer when a government spook fires several shots into his stomach, killing him.
